Cell Background Color Formatting in EvDRE

Hi Experts,

I'm trying to apply a background color in the row Keys of my EvDRE, but I'm not able to do it.It only Works when ALL is in USE column, but since users will fill the rows manually, I cannot use ALL because rows won't be locked. Follow below the format command I'm using, but it's not working (background became blue, don't know why):

Does anyone have an idea on how could I achieve it?
